电子政务外包的现状及相关问题研究

实行电子政务就是用信息化的手段办公,可以有效地实现更高效、更廉洁务实的政府监管和服务。电子政务应用系统在国内外大多委托专门的IT企业进行开发即外包。随着我国信息化发展水平的不断提高,电子政务外包市场正逐步形成,同时面临着不少问题和困难。阐述了国内外电子政务外包的发展状况,针对电子政务外包实践,分析了有关模式选择、规范化、安全保密和基于“包留”结合的对策,以推进电子政务的战略实施。

Electronic Governmental Affairs Through Outsourcing at Present and Relevant Problems

The e-governmental-affairs,i.e.,doing all governmental office work,by taking advantage of IT technology,will make the governmental service more effective, honest and actual.Most of the application systems of e-governmental-affairs are implemented through outsourcing from special IT companies.In China,an outsourcing market is forming step by step for e-governmental-affairs along with the rapid development of IT industry,but it is facing many problems.Analyzing the current situation,the problems,such as mode selection,normalization,security guard and secrecy system of e-governmental-affairs though outsourcing are discussed,with some measures proposed to take for them.
