| 摘 要： | 可持续发展是一个复杂的系统工程，它必须由一个社会行动系统来完成。这个社会行动系统是在可持续发展的社会行动中逐渐形成和发展起来的、用以协调人与自然以及人与人之间关系的社会功能子系统。文章描述了这个可持续发展的社会行动系统的历史形成、组织体系及运行机制。

| Abstract: | Sustainable development is a complicated systematic project,which must be achieved by a social action system.This social action system is gradually formed and developed in the national sustainable development social action.It is a society functional subsystem which is used for social co-ordination action between man and nature,and human relations.This paper describes the history formation of the social action system of sustainable development,the organizational system and operational mechanism. |
