以技术联盟促进新疆油田的整体发展--新疆石油管理局大科技体系构建

通过案例研究，分析了新疆石油管理局构建大科技体系的背景、原则及其实施办法，认为在管理局和油田公司层面上整合新疆油田科技资源，形成科技合力，不仅有利于双方现有科技资源的优势互补、资源共享。而且有利于勘探开发与工程服务的一体化发展，对整个新疆油田的发展具有重要意义。

Promote the Overall Development of the Oilfields in Xinjing Province by way of Technological Union--Construction of the Great Scientific and Technological System of Xinjiang Petroleum Management Bureau

Through case study,the paper analyzes the background and principle of constructing the great scientific and technological system in Xinjiang Petroleum Management Bureau and its implementing method.It states that to unite Xinjiang oilfields' scientific and technological resources on the level of management bureau and oilfield company,forming scientific and technological integrity,is beneficial not only to the mutual supplement and resource sharing of the existing scientific and technological resources on both sides,but also to the integral development of exploration and engineering services,which is of significance to the development of all oilfields in Xinjiang.
