“发展是硬道理”是邓小平民族理论的核心。他认为 ,没有现代化的民族在世界上就没有地位 ,每个民族的发展必须根据本民族的特点走自己的路 ,都要学习别的民族的长处 ,在我国这样一个多民族地区差异大的贫穷国家实现共同富裕只能是一个渐进的、长期的历史过程 ,必须让有条件的一部分地区和一部分人先发展富裕起来 ,然后带动后发展的地区和民族 ,最终达到共同富裕。
