| 摘 要： | 目前国有企业责任管理存在着认识上混乱。国有企业管理应从管理的混乱状况入手分析造成混乱的原因,并提出以有效责任为责权利衡量的标准,建立有效责任管理体系。建立有效责任管理体系,是国有企业责任管理制度的一次重大变革,它将改变以往那种散漫、模糊的管理方式,使责任管理精确化、程序化。

| Abstract: | Currently,it is chaos in understanding the duty management in state-owned enterprise.Causes of the chaos should be analyzed in the state-owned enterprise so as to establish an effective duty management system with effective duty as the standard measuring duties,rights and benefits.It is a vital reform in the duty management system in state-owned enterprises,which is to change the loose management pattern into a more precise one. |
