天津市建设低碳型城市的思考与建议

城市作为人类经济、社会活动的集中地，是低碳发展理念的实践主体。天津市是一座人口密集、一次能源资源稀缺、环境容量有限的特大型城市。随着天津经济的快速增长，碳排放强度虽然降低，但碳排放总量和规模持续增大，天津面临的减排困难很大。天津要建设低碳型城市，应当发展低碳能源与低碳型消费，倡导低碳生活方式，营造低碳社会氛围，实施低碳城市发展战略是天津经济发展的战略选择。
