积极稳妥地推进市政公用行业市场化进程

我国加入WTO后,经济全球化和竞争加剧的现实将会对我国的市政公用行业产生重大的影响。在这种情况下,如何调整我国市政公用行业的发展思路,加快市场化进程,已经成为一个迫在眉睫的问题。然而,根据我国改革开放多年来积累的一些经验发现,在我们的政策和体制还不健全的前提下就盲目地发展和扩大市场化规模,会带来很多负面影响。因此,市政公用行业市场化进程的推进应该要积极稳妥地进行。

After entering WTO, the economic globalization and intensity of competition have a great effect on our country' s municipal utilities. Under this situation, it has become an emergent issue as how to change the idea about developing our country' s municipal utilities and how to speed up the process of marketization. However, according to the experience accumulated since the adoption of opening-up policy, it has found that it will bring about a lot of negative effects if we enlarge blindingly marketization while our related policies and system are not sound. So we should carry forward the course of utility marketization actively and steadily.
