| 摘 要： | 一、建立信息化发展指数的意义近年来,信息化对社会经济的发展日益显现出极为重要而深远的影响,它在全球化和社会转型中发挥着越来越重要的作用,信息化发展水平已经成为衡量国家综合国力与国际竞争力的重要标志。中国政府适应世界发展的趋势,提出了加快信息化发展的战略,近年来中国信息化水平有了较大的提高。尽管如此,中国信息化发展水平与发达国家还有相当大的差距。为此,中国政府提出以信息化带动现代化、实现跨越式发展的战略。为了科学制定信息化发展战略,目前一个很基础性的工作就是如何量化地比较和评价近十年来中国信息化发展与应用…
