The needs of governments to produce services: A conceptual framework for its measurement

Abstract:This paper explores the notion of service needs from the perspective of government officials who produce services rather than that of citizens who consume those services. Specifically, the paper introduces a conceptual framework and an operational procedure that would make it less difficult for government producers to reflect the multi-dimensional and multi-directional characteristics of service needs in the process of service policy making.
