| 摘 要： | 实体法与程序法是推动行政法治建设的两个轮子,缺少其中一个就不能顺利推进依法治国的深入发展。可现阶段我国行政程序滞后的现象却十分严重,致使目前我国政府权力及其对行政程序控权功能,认识和遵行、信守行政程序等方面存在着偏颇和缺憾。

| Abstract: | law and procedure law is the two wheels of prompting construction of the administrutive by law.It's diffcult to smoothly prompt the deeply develpment of governing coluntry according to law.At present time phehomenon of our country's administrative proceduce lag is very serious.So there are many shortcomings on our goverment power,administrative procedure controllingg power function,realizing and complying with administrivate procedure. |
