健康城镇化中地方政府经济行为优化策略研究

我国城镇化发展进入了一个新阶段,高速发展使城镇化面临许多突出问题,如城镇化中出现的"城市病"和"农村病"问题。因此要走健康城镇化的发展道路,各级政府特别是地方政府应积极采取相应的政府经济行为主动推进城镇化建设。健康城镇化进程中地方政府要明确行政职责,实现政府转型;约束经济职能,提升城镇化进程中的极化效应;巩固地方政府执政能力,科学规划城镇化发展布局。

Research on the Optimization Strategy of Local Government Economic Activities in the Process of the Urbanization

China＇ s Urbanization has entered a new stage in its development. Rapid development of urbanization generates many problems,such as ＂city disease＂ and ＂rural disease＂. So we should select the road of urbaniza- tion with Chinese characteristics. All levels of government, especially the local government, had better take corre- sponding actions to advance the urbanization course. In this stage, the local government should clearly define ad- ministration responsibility to realize the government transition, restraint the economic function to enhance the polarization effect of urbanization, consolidate the capability of the local government to promote the urbanization process.
