| 摘 要： | 社会保障覆盖面最宽,涉及人群最庞大,政府主导性的社会保障决定了政府在促进社会稳定和弥补市场缺陷方面负有直接责任。社会保障的绩效如何,直接关系到广大参保者的利益,他们有权力和责任促进政府改进社会保障绩效指标,维护社会安全与稳定。
