It fitted to the political and economic progresses of minority nationality of the Northwestern region. The main features are: Local tyrants were charged with important tasks; The long term and short term local tyrants participated in the government and the political affairs of local governments; the national composition of the local tyrants was very complex; The central government had the right to appoint and remove the local tyrants; Despite local tyrants, the central government strengthened its control over minority nationality regions of the Northwest.
