以公民个体意识、社会责任意识和法治意识为核心的公民理念是现代法治社会的精神支柱。和谐是社会主义的本质属性。构建社会主义和谐社会,要求超越传统的“人民”的理性界限而倡导公民理念。这是发展社会主义市场经济的需要,是发展社会主义民主政治的需要,也是发展社会主义先进文化的需要。落实公民理念要从发展社会主义市场经济、培育公民社会、弘扬公民文化这三个重要方面入手。

The Construction of the Harmonious Society Calls for the Advance of Concept of People to that of Citizen

The concept of citizen,which mainly includes the consciousness of the individual citizen,the consciousness of social responsibility,and the consciousness of rule by law,is the mainstay for the modern democratic society.Harmony is the intrinsic property of the socialist society.The construction of the socialist harmonious society calls for transcending the traditional concept of people and advocating that of citizen,which is the requirement of the socialist market economy,is the requirement for developing socialist democracy and for developing socialist advanced culture.To implement the concept of citizen,three major measures should be taken as follows: developing socialist market economy,cultivating citizen society and upholding citizen culture.
