| 摘 要： | 建国后周恩来认真总结历史经验，提出了以反腐倡廉为重点的廉政思想。以为人民服务为核心的公仆观是周恩来廉政建设思想的逻辑起点。周恩来廉政建设思想包括：教育是根本；制度是保证；监督是关键；民主是依靠；干部是重点；勤俭建国是表现等。周恩来廉政建设思想为中国当前的反腐倡廉建设提供了重要借鉴。
