| 摘 要： | 行政听证程序指行政机关作行政决定前听取利害关系意见的程序。其内在价值的内涵指其过程价值不依赖于结果的如何而独立存在,并成为评价行政听证程序过程好否的标准。因此,行政听证程序的内在价值可以表现为:平等;正义;公开;参与等。行政听证程序的内在价值的意义在于:有助于我国实现依法行政;有助于人们改变重实体,轻程序的旧观念;有助于人们了解行政听证程序的诸多作用;保证依法治国的顺利实现。
