全球航权开放的渊源和演进态势

摘    要:为了顺应全球航空运输自由化的潮流,中国民航业目前已作出适度开放第五航权的响应。但是,长期处于垄断地位和受到保护的中国航空运输业,将面临国际同行业的竞争和挑战。为此,本文从中国航空运力不足已严重影响出口货物按时交付和阻碍服务贸易进一步发展的事实出发,通过对航权开放带给已开放国家和地区国民经济的影响分析,提出了中国航空公司尽快组建或加入航空联盟等建议。

Abstract:The Chinese civil aviation industry has now promised to moderately open the fifth-traffic right to meet the liberalization of global air transportation. While it is facing competition and challenges from abroad, it has been a monopoly and protected for a long time. This paper is to show the fact that the capacity of the Chinese civil aviation is limited, which seriously influences the delivery of exports on time and has become an obstacle of the development of trade in services. Through an analysis of these effects on national economy in some countries which have opened traffic rights, this paper puts forward suggestions that it is necessary that our airlines establish and join in global u nion of airlines as soon as possible.
