| 摘 要： | 抗战时期,为了解决粮食运输问题,国民政府从上至下设置了相关的粮食运输机构,并对粮食运输施以必要的管理。针对粮食运输中存在的诸多问题,国民政府采取了相应的措施力图改善,然因财力、人力、交通等诸多因素制约,效果并不显著。在特殊之战时,对国民政府的粮食运输制度不应苛求,它基本上完成了自身的使命。
