论民国初期山西村治中的犯罪预防

20世纪初期,军阀割据、社会混乱、经济凋敝,但山西却获得了经济发展、社会安定、民风淳朴的"模范省"称号。山西之所以成为"全国最安静太平的地方",在很大程度上取决于当时推行的村治运动。其主要做法包括制定与执行村民会议制度、村政的执行与监督制度、村禁约制度、调处纠纷制度、维护社会治安制度等,这为山西村治中的犯罪预防起到了十分重要的作用。

On Crime Prevention in the Process of the Village Management in the Early period Republic of China

In the beginning of the last century,the regions of China are governed by the different warlord,social status is so turmoil and the economics is depression.In this atmosphere,Shanxi province is awarded the title of "Exemplary Province" because of its excellent performance in these aspects:the economic is development,the society is stable and the folk customs is good and honest.The reasons of Shanxi province becoming the most quiet and peaceful region mostly depending on the movement of village governance reform at that period.This article based on the thorough analysis of the related system to discuss the government mode of the crime prevention in rural areas.
