公共产品短缺时代的政府转型

摘要： 我国正在进入公共产品短缺时代，这是当前经济发展方式转变的一个特定背景，也是政府转型的特定背景。研究新时期的政府转型，需要从公共产品短缺时代的基本国情出发，把握经济发展方式转变的客观趋势。我国进入公共产品短缺时代，出现了这样一些现象：一方面，经济在快速增长；另一方面，公共产品短缺逐步成为经济和社会发展的突出矛盾。这是经济发展方式需要转变的深层次原因。从世界经济史看，西方发达国家到工业化中期之后，都有一个生产能力过剩与消费不足的矛盾。经验表明，通过政府增加教育、医疗、社会保障等公共产品供给，可以提高消费预期，培育经济增长的内生动力。在过去三十多年中，通过市场化改革，我国在私人资源配置和私人产品供给上大大提高了效率，但在公共资源配置和公共产品供给上还没有形成完善的体制机制。进入新阶段，需要整体优化公共资源配置，推进以公共服务为中心的政府转型。
