论突发公共安全事件应对中的政府职责

政府在突发公共安全事件应对中处于主导地位，被赋予广泛的应急管理权力。对于政府而言，职权与职责是统一的：一方面，政府必须行使其职权；另一方面，行使职权过程中应遵循一定的法律原则，否则就要承担相应的法律责任。我国政府在应对突发公共安全事件方面取得成就的同时，在协调机制、行政强制措施的规范、行政征用的补偿、行政处分与行政赔偿的法律责任等方面还存在着一些问题，需进一步完善。
