印巴全面对话：进程、成果与未来走向

印巴于2004年启动全面对话进程,至孟买恐怖袭击进程中断,两国就进程所涉及的八项议题共举行了四轮全面对话。两国在建立信任措施、经贸与民间交往等领域取得了一定成果,但在涉及彼此核心关切的议题上没有实质进展。印度断然中止全面对话后又于2009年开始释放积极信号,是其大国诉求等诸多因素使然。有利于推动印巴接触的积极因素在积累,但一些阻碍因素仍然存在,重启全面对话进程还有一定的难度。但只要印巴保持接触,没有必要对印巴未来重启全面对话悲观。

India - Pakistan Composite Dialogue: Process, Achievements and the Way Forward

India and Pakistan started the process of the composite dialogue in 2004.The two countries held four rounds dialogue on eight issues till the Mumbai terrorist attack.Achievements on confidence-building measures （CBMs）,trade and people to people exchange are visible,while there is no advance as to ＂core＂ issues.The driving forces behind the positive message,which the Indian side has been sending to Pakistan since 2009 even though it stopped the dialogue process determinedly,are factors such as great power aspiration of India.To some extent,the resumption of the composite dialogue is difficult because of some impediments in spite of the existence of some encouraging elements.However,there is no need to worry about the future of the composite dialogue as long as the two sides keep engagement.
