论镇规划的决策特征与约束效力

镇规划是新型城镇化过程中引导小城镇人口集聚、产业发展和土地利用的公共政策工具，也是政府必须编制的法定规划。现行规划决策体系的内循环特征，尤其是技术审查的主观性和公众参与的模糊性，常常导致决策失误和规划失效。通过显现各个评价主体的权利和责任，实现规划编制模式创新和成果评价体系优化，是切实增强镇规划约束力的有效途径。

Decision-Making Characteristic and Restraint Effectiveness of Town Plans

Town plans are not only a public policy tool to guide and control population clustering, industry development and land use of small towns in the process of the new urbanization, but also the statutory plans that the town governments have to make. The internal circulation characteristic in the current decision making mechanism often causes errors and loss of effectiveness, because of the subjectivity in technical review and the fuzzy of public participation. To increase the effectiveness of town plans, the rights and duties of appraisal subjects should be clarified, the way of the plan making should be innovated and the evaluation system should be enhanced.
