自然灾害视角下的西部生态修复法律制度探析

西部地区是我国自然灾害多发区,近年来自然灾害发生的频率越来越高,灾害所带来的生态环境的破坏不仅给国家经济财产造成重大的损失,还带来大量人员伤亡。高效率的生态修复机制是当前自然生态环境保护与建设的重要研究课题,建立与完善生态修复法律制度对我国防灾减灾事业以及实现可持续发展目标都具有重大的现实意义。因此,关注西部生态修复法律制度存在的问题,呼吁人们关注自然灾害造成的生态环境的影响,谨防发生自然灾害时处于被动应付境地,提出建立和完善西部生态修复法律制度的建议显得十分必要。

Analysis on the Legal System of Western Ecological Restoration from the Perspective of Natural Disasters

The western region of China has more of the natural disasters.In recent years,the frequency of natural disaster is becoming higher and higher,it has caused the damage of ecological environment,and thus brought the heavy losses to the national economy with a large number of casualties.The efficient ecological restoration mechanism is an important research topic for ecologic protection and construction.Establishing and improving the ecological restoration in legal system has a great practical significance on China’s disaster prevention,disaster reduction and the sustainable development goals.Therefore,it seems very important to take care about the problem in the western ecological restoration of legal system,call attention to the ecological impact caused by natural disasters,prevent ourselves from the passive situation in natural disasters,as well as put forward the suggestion to establish and improve the legal system of western ecological restoration.
