扶贫开发中“群众参与”问题探讨

我国扶贫工作取得了一定的成效,使一部分贫困人群得到了实惠,但是在扶贫开发中群众参与逐渐被忽视,一是忽视群众参与意识,二是群众参与通道被阻碍,三是群众参与能力的有限。针对这些问题,应做如下方面工作,一是要加强扶贫人员的素质,二是加强村民组织建设,三是配套建立群众参与保障机制,四是加强妇女参与能力,五是建立科学的项目评估体系,合理分配评估权重等。
