| 摘 要： | 20世纪30年代，面对日本帝国主义的入侵和西北的边疆危机，南京政府曾设想依靠西北为长期抗日的后方根据地，并进而带动西北的经济开发。舆论界也掀起了一股研究西北开的热潮。分析了西北开发的历史背景，以及西北的自然资源、经济状况、开发的步骤及方式，并指出，舆论界的许多真知灼见为西北的开发提供了有力的支持。
