略论实现全面建设小康社会奋斗目标的新要求

党的十七大在总结历史经验的基础上,提出了实现全面建设小康社会奋斗目标的新要求,规划了全面建设小康社会的总体部署。新要求的提出,高屋建瓴,立意深远,充分表明我党在关乎国计民生和国家发展上的远见卓识,在关乎拥有五千年文明和十三亿人口的中华民族如何以崭新的面貌屹立于世界民族之林的深思熟虑,确立了使经济又好又快的发展,来促进文化建设,提高全民族素质,推动社会主义民主政治,高度关注和改善民生,建设生态文明及资源节约、环境友好的中国特色的社会主义的目标。邓小平同志在改革开放之初就曾提出了小康社会的构想,从党的十二大至十六大都对到20世纪末达到小康生活水平提出了要求。我们有理由相信,只要我们紧密团结在以胡锦涛为总书记的党中央周围,艰苦奋斗,扎实工作,在中国特色社会主义理论的指导下,坚持科学发展观,就一定能够确保到2020年实现全面建设小康社会的奋斗目标,实现中华民族的伟大复兴,为人类文明和发展作出更大的贡献。

Briefly on New Requirements for Attaining the Goal of Building a Moderately Prosperous Society in All Respects

The report to the 17th National Congress,on the basis of historical experience,puts forwards new requirements for attaining the goal of building a moderately prosperous society in all respects,and plans the steps of realization in a whole view.From a far-sight perspective and in-depth connotation,it shows our Party is able to take a far-sight point of view to consider issues on national economy and people's livelihood,and ponders deeply over how to shape new image of our nation with her five-thousand-year history and 1.3 billion populations among the nations of the world.The report expounds through sound and rapid development of economy we can promote cultural development,enhance the quality of the whole nation,develop socialist democracy,and pay close attention to and improve people's livelihood,so that we can promote a conservation culture by basically forming an energy-and resource-efficient and environment-friendly mode.The requirement for achieving a moderately prosperous standard of living by the end of the 20th century has been raised from Party's 12th to 16th National Congress,initiated by Comrade Deng Xiaoping at the beginning of reform and opening up.We have every reason to believe that only through close solidarity around the CPC central Committee with General Secretary Hu Jintao and through working hard and adhering to scientific outlook on development in the light of socialist theory with Chinese characteristics,will we ensure the attainment of building a moderately prosperous society in all respects by 2020 and realization of the great rejuvenation of the Chinese nation,making great contributions to human civilization and development.
