| 摘 要： | 目前我国已允许农村土地承包经营权流转,但由于农地流转不仅关系到农村的稳定,更是与整个社会共同利益息息相关,因此有必要对其进行有效的监管。该文主要是基于农地流转监管主体的现状,及监管主体困境产生的动因出发,以"主体—权力—责任"为研究范式,从监管主体定位、权利配置、责任追究三个方面建立政府、集体组织、中介服务组织及农户"四位一体"监管主体模式,以完善我国农地流转监管机制,规范农地流转行为,维护农地流转秩序。
