我国资源型城市的劳动力就业问题探析

资源型城市是在资源开发的基础上形成和发展起来的一类城市,随着开采的持续进行,城市的主体资源逐渐枯竭,而如果此时没有采取合理措施完成城市主导产业的转换,资源的逐渐枯竭势必会影响城市的经济发展并产生一系列问题,就业问题就是诸多问题中最迫切需要解决的问题之一。在资源濒临枯竭的城市中,城市失业人口往往呈现规模庞大、隐性失业与显性失业并存等特点,导致资源型城市就业问题的原因较多,解决起来难度也较大。从国际国内经验看,要解决这一问题必须增加资源型城市对劳动力的吸纳能力,具体而言要通过发展接续产业、培养新的经济部门、大力发展第三产业、促进中小企业快速发展等方式实现。

Analysis on Labor Force Employment Problem of Resources- based Cities in China

Along with the continuous exploitation of the resources-based cities,the city resources are gradually exhausted.If no reasonable measures taken to complete the transformation of city dominant industries,the gradual exhaustion of resources will bound to impact the city economic development and cause a series of problems.The issue of employment is just one of the problems that deserve urgent resolution among various sorts of problems.In order to resolve this problem,it is indispensable for resources-based cities to increase the absorbing capacity of labor force.To be specific,it can be fulfilled by means of developing sustained industries,training new economic sections,devoting major efforts to developing the tertiary industries and promoting the rapid growth of small and medium sized enterprises.
