| 摘 要： | 北京奥运项目的业主招标是对我国政府投资项目建设和经营的一次重大改革。当前在经济发达地区,业主招标制正在积极试点过程中。业主招标制是《国务院关于投资体制改革的决定》中提出的重要举措,本文尝试对业主招标制度推行的可行性、管理模式、委托人与项目公司的职责划分及项目风险进行比较分析,最后指出推行业主招标制应注意的事项。

| Abstract: | The system of ownership bidding,considered as an important reform in the construction and management mode of public projects,has been implemented in several construction projects for the Olympic Games.At present,in the developed districts,experiments for the system of ownership bidding have been actively conducted.In the paper,we propose our opinions on the feasibility,management mode,responsibilities and project risks of ownership bidding system.Finally,we give some advice on the implementing procession. |
