美、德存款保险制度比较及对我国的启示

良好的存款保险制度对维护金融稳定、防范金融危机和保护存款者利益具有重要作用。美国联邦存款保险制度和德国非官方自愿存款保险制度是世界上存款保险制度的两种基本模式,德国的存款保险制度体现出附带有强制性的自愿式模式特征;美国的存款保险制度具有典型的强制性特征。对美、德存款保险制度包括存款保险体制、存款保险机构组织模式、投保方式和投保机构及保险范围、存款保险基金来源、存款保险赔付金额及保险费率管理进行比较研究,结合我国实际,对我国存款保险制度进行了初步的构想。

Comparison Between the American and German Deposit Insurance Systems and the Apocalypse to China

Good deposit insurance system plays an important role in safeguarding financial stability,preventing financial crisis and protecting the interests of depositors.The American federal deposit insurance system and the German non-official voluntary deposit insurance system are two basic models of the deposit insurance system in the world.The german deposit insurance system is embodied in the voluntary fringe pattern characteristic with mandatory,while the American mandatory deposit insurance system has the typical characteristics of mandatory.In this paper,comparative studies are made of the main aspects of the American and German deposit insurance systems,including deposit insurance system,model of the deposit insurance agencies,insurance forms and insurance agencies,insurance coverage and source of the deposit insurance fund,the payment of deposit insurance and premium rate management,and on this basis with the reality of our country,a preliminary idea for China's deposit insurance system is given.
