转型期弱势群体具有实用主义的法律价值观,偏重于从个人利益出发认同法律的功能价值,法律意识水平尚处于朦胧的、自发的意识阶段,权利意识不明确,法律权利价值观处于较低水平,通过法律实现其正义、获得正义的观念意识较弱。他们更倾向于选择个人正义的法律价值观,对法律的社会正义持一定的非支持态度;对法律的公正性认同感不高,对执法者在执法过程中的公正性理解也较为客观、实际。在建立社会支持和帮助网络时,要落实宪法精神,在体制内使弱势群体有正规的、合法的利益表达机制和需求表达渠道。
