论农村基层社会管理地方创新的动因

农村基层社会管理地方创新是特定地方的政府和群众对村民自治制度所做的创造性变革,是当下中国农村基层社会管理制度的自我完善和自我发展。具有地方性、有限公共性、自治性、区域性等特点。日益扩大的民主参与需求与相对短缺的民主参与制度、不断增长的民主发展需求与相对滞后的民主发展环境、逐渐提升的服务需求与相对薄弱的农村社区服务等村民自治的内在矛盾是当下中国农村基层社会管理地方创新的根本原因。当地经济社会发展面临的问题和需求,上级政府的号召与要求是引发农村基层社会管理地方创新的直接原因。

The Discussion on the Reason of Local Innovation of Social Management in Rural Grassroots

The local innovation of social management in rural grassroots is creative transformation of villager’s self-governance system done by the government and people in specific places,it is contemporary social management system’s self-improvement and self-development in Chinese rural grass-roots.It has local,limited public,autonomy and regional characteristics.The internal contradictions of villager’s self-governance of growing democratic participation demand and the relative shortage of democratic participation system,increasing democratic development needs and democratic development environment relatively lagging behind,gradually increasing service demand and relatively weak rural community service are the fundamental reason of social management local innovation in China’s rural grassroots at present.The problems and needs facing the local economic and society’s development and the call for and requirements of the upper government are direct reason that has caused the local innovation of social management in rural grassroots.
