| 摘 要： | 村民自治制度推行20多年来,在实践中存在着村民决策参与机制虚置等问题,实践中许多地方进行了相应制度的创新,文章对河北青县"村代会常任制"和河南中牟县"家庭联户代表制"的制度创新进行了对比分析,认为:这两种模式是被证明行之有效、深受农民群众欢迎的做法,他们建立了能够经常性反映村民意愿、传递政府意图的常设机制,让"村民会议"这一决策参与方式更具可操作性,对于切实保障广大村民的自治权利,推动农村经济社会发展和基层民主政治建设具有重要意义。
