| 摘 要： | 国库集中支付制度是国际上比较先进的财政资金支出管理制度,在规范公共支出方面取得了良好的效果。我国的国库集中支付制度是财政改革的重要组成部分,是构建公共财政的重要内容。高校在实行国库集中支付制度过程中还存在一些问题,遇到一些阻力。我们应破除阻力,完善高校国库集中支付制度。
