| 摘 要： | 欧洲是现代福利制度的发祥地,其"从摇篮到坟墓"的高福利制度令人羡慕不已。但近年来,高福利政策已使欧洲多国政府背上沉重的负担。福利国家有其鲜明的特征和优势,但欧洲福利国家也面临高失业率、政府财政入不敷出、高税收削弱经济增长的基础以及人口老龄化等日趋严重的困境和挑战。

| Abstract: | Europe is the cradle of modern welfare system whose ensurance ranges from cradle to tomb and has been the centre of admiration throughout the world.However,in the previous years,the high-welfare policy has brought many governments under heavy burden.Based on the recent great strikes in Britain and French,this paper analyses the features and advantages of welfare countries and points out the difficult situations such as high unemployment rate,deficit financing,the weakened foundation of economic increase as a result of high tax,and the aging population. |
