| 摘 要： | 哈大经济带是东北地区经济脊梁和经济发展的中枢，发展哈大经济带对东北老工业基地振兴有巨大牵动作用。阐述了哈大经济带在东北老工业基地振兴中的地位与作用，分析了其经济发展的优势及面临的问题，在此基础上提出了科学开发与发展哈大经济带的总体战略构想及哈大经济带开发的途径和措施。
