| 摘 要： | 东北老工业基地是我国经济发展的战略重地.东北老工业基地在长期的经济发展中,付出了沉重的资源和环境代价,资源和环境问题构成了现阶段东北地区经济社会发展的突出的矛盾.振兴东北老工业基地与发展循环经济相结合是复兴东北的关键,亦是我国建设资源节约型和环境友好型社会的基石.

| Abstract: | The traditional Northeast industrial base is the strategic important place of our country's economic development.Based on the essence of recycling economy,the conflict of resource and environment is the main problem which is blocking the developing of Northeast China through the analysis of the cost of resource and environment for economy development in the past long time.Then the countermeasures of recycling economy are proposed.Combining the revitalizing Northeast China and developing recycling economy is the key of reconstruction of Northeast China,and also the footstone of building a model of resource-ecnomical and the environment-friendly society. |
