建设“生态东北”的人口转型战略

振兴东北需要对相关的人口因素和人口战略予以足够的重视。并且应从生态文明和生态大美的角度确立东北振兴的生态支撑点。"生态大美"包括了多样共生的物态美、各适其天的整体美和生机盎然的活泼美,"生态大美"既是生态资本和生态魅力的要素,也是生态产业和生态消费的基础。从可持续发展的效益观出发,通过生态文明的制度安排,规范人类的行为,这是我们唯一的出路。可持续发展所追求的效益是系统的、有机的、全面的,包括了生态效益(或者称环境效益)、社会效益和经济效益三个最基本的方面,是生态本位和生态至上的效益观。而人口转型是反生态人口向亲生态人口的角色转型过程,是建设"生态东北"不可忽视的人口推力。建设"生态东北",必须在生态宣传、生态管理和生态建设这几个关键的环节全面贯彻"以人为本、生态优先和协调发展"这三大理念。

Building Ecological Northeastern China:The Population Transition Strategy

In revitalizing Northeast China,it is necessary to attach importance to some related population factors and population strategies as well as to establish an ecological sustaining point from the angle of ecological culture and macro ecological beauty.Macro ecological beauty,which includes the physical beauty of diversity,the whole beauty of suitability,and the lively beauty of vitality,is not only the element of ecological capital and ecological charm,but also the basis of ecological industry and ecological consumption.Our only option is to regulate the behavior of human beings through institutional arrangement of ecological culture,guided by the consideration of the benefit of sustainable development.The benefit sought by sustainable development is systemic,organic and comprehensive,which covers ecological benefit(or environmental benefit),social benefit and economic benefit,and is the benefit standpoint of ecological standard and ecological preference.Moreover,the population transition is the process of change from the role of anti ecological population to ecologically friendly population,with the capacity to serve as important population thrust in constructing ecological Northeast region.In this process,we must thoroughly carry out the three concepts of people orientation,ecological preference and harmonious development in the key sectors of ecological education,ecological management and ecological construction.
