| 摘 要： | 区域循环经济发展过程中，政府承受的循环经济发展压力是促进区域循环经济发展的重要力量和因素。文章首先指出。政府循环经济发展压力是迫使政府在决定区域经济发展模式时选择循环经济，并且在政府推进区域循环经济发展过程中持续维持这一作用的各种迫使因素的作用总和。接着，文章分析了迫使政府选择发展循环经济的四种压力：资源环境压力、上级政府压力、公众需求压力、同级政府压力。最后给出政府循环经济发展压力测评指标体系。
