大城市新市区人口的特点、问题及对策--以南京市江宁区为例

随着我国城市化的深入发展,许多大城市开始进入了扩散型城市化中的郊区化阶段.以南京市的新市区--江宁区为例,其人口发展的特点是净迁入人口增长迅速;流动人口数量大;区内人口增长率和文化素质有着明显的地域差异.而人口的文化素质偏低、人才短缺以及计划生育工作难度大等则是新市区亟待解决的突出问题.提出要加大教育投资、创新人才工作机制、建设好社区计划生育管理新机制等对策.

Characteristics & Problems of New Downtown-Area Population in Big Cities and The Corresponding Measures:An Example from Jiangning District,Nanjing

Along with the deep-going national urbanization, many big cities have come to a phase of sub-urbanization, a stage of a so-called expansive urbanization. Taking the new downtown area, Jiangning District of Nanjing, as an instance, its population development is characterized with rapid increase of pure settled-in population, large quantity of floating population, distinct regional discrepancy between population growth rate and educational level. Such problems as low educational level, shortage of talents, and difficulty in family planning require solving immediately in the new downtown areas. In the article, the writers bring forward that educational investment should be increased, the talent working system reformed, and the new management system of community family planning work strengthened.
