| 摘 要： | 作为代议制民主的重要补充，公众参与立法是实现公民权利的重要形式。淮南市公众参与地方立法起步较晚，在实践中存在很多问题。因此，有必要结合实际，转变立法机关的观念，加大宣传力度，丰富公众参与的方式，由法律保障公众参与的效力，扩大公众参与的范围，完善立法信息公开制度，建立立法信息反馈机制。

| Abstract: | As an important supplement of representative democracy, mass participation in legislation is an important form of the realization of civil rights. There are many problems in the practice of mass participation in local legislation in Huainan. Therefore, it is necessary to combine the actual change of legislative idea, increase publicity efforts, enriches the way of mass participation, the effectiveness of legal protection of mass participation, expand the scope of mass participation, perfect the legislation of information disclosure system, the establishment of the legal information feedback mechanism. |
