| 摘 要： | 建立和发展高新技术产业开发区的任务和目的 ,就是要创造一个适合高新技术产业特别是具有民族知识产权的高新技术产业高速发展的良性环境。从我国高新技术产业开发区发展的实际和中国“入世”的现实要求来看 ,其环境建设包括以下几个方面 :政府服务环境 ,政策法规环境 ,技术创新与技术发展环境 ,有效的投入环境 ,体制创新环境 ,人才成长与使用环境 ,基础设施和生活环境等

| Abstract: | The task and the goal of establishing and developing new and hi tech industrial development zones are to create a favorable environment adapting to the fast development of new and hi tech industry especially that with national intellectual property. Viewing from the reality of China’s new and hi tech industrial development zones, the environment construction covers the following aspects: the government service, the policy and regulations, technology innovation and development, effective investment, system reform, the cultivation and employment of talents, infrastructure construction and living conditions etc. |
