汉光武帝民族政策论略

东汉建立伊始,匈奴、羌、鲜卑、乌桓、蛮(夷)等少数族就对政权构成了严重的威胁与破坏.光武帝在"柔道"思想的指导下,针对不同的少数族,因时因地制宜,施行了一系列政治、军事、经济、外交政策与措施,基本缓和了因民族问题而引起的统治危机.光武帝的民族政策诚为"光武中兴"不可或缺的政策,但也因其偏于保守而造成了一些消极影响.

Emperor Guangwu's Policy towards Minorities in Han Dynasty

In Eastern Han Dynasty, such ethnic groups as Xiongnu, Qiang, Xianbei, Wuhuan and Man posed a great threat to Han's administration. Influenced by the idea of conciliation, Emperor Guangwu adopted a series of political, military, economic and diplomatic policies and measures and relaxed the administration crisis caused by minority problems. Although Emperor Guangwu's policies are absolutely necessary to the prosperity of Han Dynasty, they have negative effects owing to his conservativeness.
