| 摘 要： | 近年来频繁发生的"达标排放"累积的环境健康风险及由此导致的恶性环境健康损害事件,让我们认识到我国环境标准建设与中国生态环境保护和人体健康保障实际需要之间存在着巨大落差.环境标准的健康价值失落既有内在体系构造上的不协调性,也有外部配套机制的耦合不足.环境标准的健康价值实现过程,也是对正义的接近过程.以健康价值为引领,完善环境标准体系,健全环境标准的实施工具是环境标准接近正义的基本路径.
