美印海上合作:动机、矛盾及其影响

近年来,美国和印度开展了越来越多的海上合作,对印度洋地区甚至亚太地区海洋安全产生了深远的影响。美印海上合作主要是出于双方战略需求、防范中国的影响、双方海上共同利益需求和印度“搭便车”的动机。美印海洋战略根本目标具有不可克服的矛盾,长期来看合作难以持久。美国霸权政策、中美印关系的互动和美印之间其他矛盾都将影响美印海上合作。

U.S.-India Maritime Cooperation:Motivations,contradictions and Influences

In recent years,the United States and India have increased their cooperation maritime issues,which has important impacts on the security situation of the Indian Ocean as well as the pacific realm.There are four motivations for U.S.-Indian maritime cooperation,that is,mutual strategic needs,balancing China's influences,shared ocean interests and India's "bardwagoning" strategy.But there are also many contradictions between the U.S.and India,such as the difference in basic objectives,the U.S.hegemonic policy,the development of China,U.S. and India relationship and other contradictions between the U.S and India.In the long run,the contradictions between the U.S.and India will undermine the maritime cooperation.
