| 摘 要： | 森林资源资产的经营过程是一个资金投入产出增值循环的过程.森林资源资产经营尽管有长周期和高风险的特征,但不能从根本上否认其资金投入产出过程市场化的本质.在森林资源资产投入产出机制的建立过程中,一方面要认识到森林资源资产自身具有的内在困难,如生产周期长、资金投入时间上的不均衡、产品市场弹性小、产权复杂等;另一方面也要注意到外部的阻碍因素,如长期存在扭曲的价格机制、不合理的利益分配格局等.

| Abstract: | Operation of forest resource assets is a value added process, which involves funds input and output. Although, generally, operation of forest resource assets experiences a long cycle and is characterized by high risk, the market based nature of this process should not be denied. In the course of establishing an effective input and output mechanism of the forest resources in the market, the following internal and external negative factors must be fully considered: the long production cycle, imbalanced timing of fund investment, inflexible product market, complex property rights; the distorted price mechanism, and unreasonable equity distribution practices. |
