南太平洋地区形势与“21世纪海上丝绸之路”建设:挑战与应对

南太平洋地区形势日益"拥挤而复杂",域内外国家利益碰撞,为海上丝绸之路建设的展开带来潜在挑战。本文对南太平洋地区的行为体进行了分类,并对相关国家战略意图以及复杂的地区形势进行了深入分析。南太平洋地区内外国家利益碰撞,但并没有国家试图主导该地区。岛国采取与东盟类似的"大国平衡"战略,在域内外国家互动中获益最多,对包括中国在内的国家持欢迎态度。文化、历史和传统的独特性使南太平洋岛国面临发展难题,这对海上丝绸之路的建设是机遇也是挑战。我国需进一步加大对南太平洋地区的重视,制定清晰、连贯的外交政策。南太平洋地区"海上丝绸之路"建设应由理念与行动两方面入手。理念方面,面对大国疑虑以及南太平洋地区国家的担忧,我国应增信释疑,为周边国家阐释"一带一路"建设的理念、性质与内涵。在行动方面,加强双方高层交往,创造良好的政治环境;通过高层互动与战略对接挖掘合作潜力,搭建合作平台;将"海上丝绸之路"的互联互通与南太平洋地区和次地区机制对接,共谋合作治理之路。

The South Pacific and the Building of the 21st Century Maritime Silk Road:Challenges and Responses

The situation in the South Pacific is getting increasingly complicated as the interests of regional and extra-regional states collide, and this poses potential challenges to the Maritime Silk Road(MSR). This article reviews the strategic intentions of these countries and analyzes the causes of the complicated strategic landscape. It contends that China should pay more attention to the South Pacific and develop clear and consistent policies. The construction of the MSR in the region should be approached from two aspects: ideas and implementation. In terms of ideas, we should explain to regional states the principles, characteristics and specific proposals of the Belt and Road Initiative to alleviate their doubts and concerns. In terms of implementation, we should strengthen high-level exchanges, create a good political environment and establish the necessary platform for cooperation by tapping into potential strategic convergence between China and the region. We can realize cooperation by having our connectivity efforts aligned with various regional and sub-regional mechanisms.
