新时期我国民主法制建设的发展

新时期我国民主法制建设取得了巨大进步,为依法治国,建设社会主义法治国家奠定了坚实的基础.民主和法治是社会文明进步的标志.社会主义民主的本质是人民当家做主,社会主义法治是民主的保障.社会主义现代化离不开社会主义民主政治建设和法治,同时发展社会主义民主、建设法治国家也是社会主义现代化的目标.发展社会主义民主要坚持和完善人民代表大会制度;坚持和完善党领导的多党合作、政治协商制度,坚持和完善民族区域自治;推进决策的科学化和民主化,加强基层政权和群众自治组织的建设,保证人民群众享受民主权利.落实依法治国的方略,必须努力提高全民特别是领导干部的法治观念,严格坚持依法行政和司法公正,确保法律在调整社会关系和维系社会公平中的主导作用.

Development of Chinese legal system construction in new period

The great progress of Chinese democratic legal system construction sets up a solid foundation for admistering our country according to law and constructing a socialist country ruling by law.Democracy and ruling by law mark the progress of social civilization.The essense of socialist democracy is that the people are the masters of their country while the ruling by law is the guarantee of socialist democracy.To implement the policy of ruling a country by law,the sense of ruling by law must be strenghthened,especially for the leading cadres;and the administrating by law and just judicature must be sticked to ensure the dominent function of the law in adjusting the social relations and maintaining social justice.
