略论阿富汗战争的性质及其影响

美国发动的以 9·11事件为直接导因的阿富汗战争 ,既是一场反恐怖战争 ,也是一场由西方文明与伊斯兰文明之间长期互存偏见而引发的一定范围的文明冲突 ;恐怖与反恐怖只是其表现形式。美俄等国在阿富汗战争中的积极合作实际是出于反恐怖的共同需要所促生的策略之举 ,它并未使相互间长期存在的矛盾和分歧全面化解 ,所谓“后冷战”结束的说法尚缺乏充分的事实根据。阿富汗战争中有限的国际合作也未能从根本上改变美国多年来所奉行的单边主义 ,但它将使美国今后在单边主义和国际合作的选择问题上更为实用和灵活 ,分别或合并使用二者。阿富汗战争也将使反恐怖及其国际意义成为美国今后推行新干涉主义的新的“正当理由”

A Brief Discussion on the Nature and Effect of the Afghan War

The Afghan War launched by the U.S. after the September 11 Incident is not only a war against terrorism but a conflict between the Western civilization and Moslem civilization because of their long existent prejudice against each other. Terrorism and antiterrorism is only a physical demonstration. The cooperation between the U.S. and Russia in the war is actually a strategic act that has resulted from their common interest in countering terrorism. It has not yet resolved the contradictions and differences that have long existed between them. What is called the end of the "post cold war" is baseless. The limited cooperation in the war is far from transforming the unilateralism followed by the U.S. On the contrary, it makes it possible for the U.S. to choose unilateralism and international cooperation in a more pragmatic and flexible way. The U.S. can either use one of them or use both. The Afghan War will make antiterrorism and its international significance a new good reason for the U.S. to carry out its new interventionism internationally.
